NCC 2025: What the Latest Updates Mean for Fire Safety in Practice

The National Construction Code (NCC) 2025 has been released in preview, giving industry professionals early visibility of the next set of updates ahead of potential adoption from May 2026. 


Developed by the Australian Building Codes Board, the preview reflects input from public consultation and technical review, allowing practitioners time to understand how changes may apply in practice.

While the update spans multiple areas, several developments are particularly relevant for fire safety, with a clear emphasis on improving consistency, clarity, and real-world application.

Strengthening Fire Safety in Car Parks

One of the most notable updates is the enhancement of fire safety provisions in car parks. Amendments introduce stronger requirements, including:
🔸Expanded sprinkler protection for certain open-deck car parks
🔸Reduced circumstances where concessions to fire-resistance levels (FRL) apply

These changes reflect the growing complexity of fire risk in modern buildings, particularly as car parks become more integrated within larger developments. Strengthening these provisions helps ensure that fire safety is addressed more at the design stage.

More Rigorous Performance-Based Fire Safety Design

The NCC remains a performance-based code, and NCC 2025 places further focus on improving how Performance Solutions are developed and assessed.

Updates to key provisions clarify the methods used to assess fire safety and structural reliability, supporting more consistent application across projects. In practice, this means:

🔸Clearer expectations around how fire engineering solutions are justified
🔸Greater emphasis on evidence and documentation
🔸Improved consistency in how alternative solutions are reviewed and approved

Tighter Guidance on Fire Protection Systems

NCC 2025 also includes more specific clarification around fire protection systems, particularly in relation to combined sprinkler and hydrant systems. Updated provisions confirm limitations on materials used in these systems, helping to ensure reliability and performance in fire conditions.
