Housing Regulator Issues Lowest Possible Rating

Written by Hollie Brackstone | Nov 3 2026

A London Borough has received the lowest possible consumer grade from the Regulator of Social Housing (RSH) following an inspection that uncovered serious failings across its housing services.

Haringey council was awarded a C4 rating on 28 October 2026, indicating that fundamental changes are needed to improve services and protect tenants.

The inspection identified several concerns, including:

• Almost 4,000 overdue fire safety actions, with more than 1,400 categorised as high risk.
• Only around half of non-emergency repairs completed on time during 2025/26.
• Delays, missed appointments and poor communication with tenants.
• Failures to respond to complaints promptly and demonstrate learning from them.
• Weaknesses in performance monitoring and reporting significant issues to the regulator.

Haringey is the ninth council overall to receive a C4 grade and the first local authority to receive the lowest rating since Basildon Council in April 2026.

What happens next?

The regulator has promised close oversight of the council and expects urgent, sustained improvements. It has also said it will use its powers if necessary to ensure action is taken.

Haringey Council has accepted the findings and apologised to tenants and leaseholders. It has commissioned an independent review into why incomplete information was provided to the regulator and is preparing a Housing Transformation Plan for early 2027.

The council says resident safety remains a priority, with interim measures in place while outstanding fire safety work is completed.

The importance of fire safety oversight

The findings highlight the importance of keeping track of fire safety actions, prioritising high-risk issues and ensuring remedial work is completed.

For social housing providers, effective monitoring, clear reporting and accountability are essential to ensuring that identified risks are not left unresolved.
